Output 1: KwaZulu-Natal Capacity Development Programme

Description: Provide technical support to the Government of KwaZulu-Natal to strengthen its public sector human resource capabilities and competencies to improve the performance of the KwaZulu-Natal Provincial Administration. The programme seeks to enhance the institutional capacity of the KwaZulu-Natal Public Service Training Academy through providing trainings on provincial service delivery, accountability and overall government performance. It will contribute to provincial public sector capacity building and accountability by developing training material/curriculum for the KZN Academy, training of Senior Managers on Monitoring and Evaluation (M&E), Results Based Management (RBM), Ethics, Integrity, and Anti-Fraud as well as reviewing of material on Ethics, Integrity and Anti-Fraud. UNDP will support a leadership development programme for the Provincial Public Sector, the development of an Integrated Public Sector Human Resource Development and Professional Support Programme, and a curriculum and learning framework to inform the provincial public sector capacity building and planning aligned to the National Development Plan & the Provincial Growth & Development Strategy (PGDS), and design of a quality management system in line with SETA requirements.
Baseline:

Uneven human resource capacity to implement the PGDP.

Less than satisfactory citizen satisfaction with government performance, at only 64%.

Output 3: Mainstreaming HIV within the public sector
Description: Contribution to a multi-sectoral and sustainable response to HIV, STIs and TB developed and implemented at all levels in line with the NSP.

Output 4: Institutional Support to Public Sector Innovation in SA and the Region

Description: Working with the CPSI, to build institutional capacity to mainstream innovation in the South Africa and the region within the public sector to improve service delivery and overall good governance. This would entail exploring funding mechanisms for public sector innovation; replication of successful and workable innovations in health and other sectors; and co-ordination and promotion of fore-sighting capacities for planning and innovation in South Africa and the region.
Baseline:

  • Two UNPAN capacity development workshops held in 2015 and 2016

  • One foresighting regional workshop held

  • Six health sector innovations workshops held at national and provincial levels

  • No baseline on public sector innovation funding

Output 5: Repositioning/ Reform of public service

Description: The output seeks to support DPSA to implement the Public Administration Management Act 11 of 2014 with specific focus on supporting the establishment of Public Administration Norms and Standards that will cut across all three spheres of government; and the Policy, Research and Analysis Branch to identify best practices, implement research, establish and manage governance structures and start with promoting standardization.

Baseline:

  • 2013 Study on the Repositioning of the Public Service

  • Public Service Research Agenda
