CRITERION VI: GOVERNANCE, LEADERSHIP AND MANAGEMENT

6.1 Institutional Vision and Leadership

6.1.1 State the vision and mission of the Institution and enumerate on how the mission statement defines the institution’s distinctive characteristics in terms of addressing the needs of the society, the students it seeks to serve, institution’s traditions and value orientations, vision for the future, etc.?



Vision: The vision of the college is “to promote affordable and quality higher learning for the youth”.

The college caters to the needs of the rural and under privileged section of the society who cannot afford to move out of the district.

It is expected that the college will be brought to the forefront of higher education in Meghalaya because of the inspirations, efficiency and leadership of the college administration, committed service of teaching and non teaching staffs, support of the alumni association, the financial support of the Govt. (State/UGC), and with the hard work of the students and the moral, physical of the people of the entire district.

Mision: The mission of the college is “To strive for academic excellence, to mould and educate the students to be worthy and responsible citizens.”

The college is committed to the cause of empowerment of the youths of the district in particular, through access to higher education enabling them to develop as intellectually alive, socially responsible citizens ever ready for continuous personal and professional growth, to inculcate social, moral and spiritual values.

Starting from the humble beginning, the Kiang Nangbah Govt. College has striven and grown into a multifaculty institution since its inception to turn the youths of Meghalaya, particularly Jaintia Hills into bureaucrats, businessmen, doctors, engineers, lawyers, teachers etc. The Alumni Association has started the work to bring together and collect information of the students who have passed out from the college.

6.1.2 What is the role of top management, Principal and Faculty in design and implementation of its quality policy and plans?

Being a government institution, the college falls under the purview of the Directorate of Higher and Technical Education, Government of Meghalaya. The Principal is the head of the institution and with the help of faculty design quality policy and plans which are then sent as proposals to the State Education Department through the Directorate. The college also has an Advisory Board with the Deputy Commissioner of the District as its Chairperson.

6.1.3 What is the involvement of the leadership in ensuring:



The policy statements and action plans for fulfillment of the stated mission: The Principal as the Head of the Institution along with the members of the Academic Council which includes the Heads or Seniormost teacher of all departments have regular meetings. Meetings of the Council and frequent interactions with the Teaching and Non-teaching staff and Students’ Union are undertaken to ensure policy statements and action plans for fulfillment of the mission.

Formulation of action plans for all operations and incorporation of the same into the institutional strategic plan: The proposed policy and plans formulated after Council and Staff meetings are sent as proposals to the State Education Department through the Directorate and action is taken only after getting the approval from the Directorate.

Interaction with stakeholders: The Principal is the President of the Students’ union which allows a direct interaction with the students’ representative. Besides, various extension activities are conducted in the neighbourhood community for sustainable interaction with the stakeholders. Parents representative are also included as members in the Advisory Board.

• Proper support for policy and planning through need analysis, research inputs and consultations with the stakeholders

Although at present there is no proper support system, a Sub- Committee to design feedback from students has been constituted and a complaint box is being introduced.

• Reinforcing the culture of excellence

The college management encourages the students and staff alike to participate in the various co-curricular and extra-curricular activities like inter-college competitions, extension activities, NSS, Red Ribbon Club, etc. The names of achievers are put up in the College Notice Board and published in the College magazine.

The staff members are encouraged to pursue research activities and to participate and organize seminars / workshops / conferences at national and international levels. They are also given permission to attend refresher and orientation programmes.

The College has a number of committees and all teachers are encouraged and motivated to be a member of various committees. The names of faculty who have obtained their Ph. D. are published in the Annual College magazine.

• Champion organizational change

The needs of the students are represented through students’ union office bearers meetings. The infrastructural needs of the college and the individual departments are fulfilled by the optimum utilization of funds applied and received from the State Government and the UGC.

6.1.4 What are the procedures adopted by the institution to monitor and evaluate policies and plans of the institution for effective implementation and improvement from time to time?

At present there is a Steering Committee to monitor and evaluate policies and plans of the institution for effective implementation and improvement from time to time. The different committees have to submit its annual reports to the Steering Committee.

6.1.5 Give details of the academic leadership provided to the faculty by the top management?

On the recommendation of the Principal, permission with a No- objection certificate is being granted to the faculty to pursue research activities and to participate in seminars / workshops / conferences at local, national and international levels. They are also given permission to attend refresher and orientation programmes.

6.1.6 How does the college groom leadership at various levels?

The College has constituted a number of committees and all teachers are encouraged and motivated to be a member of various committees.

The students are encouraged participate in the various co-curricular and extra-curricular activities during the annual college week and in the different competitions outside.

6.1.7 How does the college delegate authority and provide operational autonomy to the departments / units of the institution and work towards decentralized governance system?

The Heads/ Seniormost teacher of the various departments are given the responsibility to look after the well being of the respective departments.

6.1.8 Does the college promote a culture of participative management? If ‘yes’, indicate the levels of participative management.

Yes, the college does promote a culture of participative management. The College has an Academic Council comprising of Heads/ Seniormost teacher of the Departments headed by the Principal and all important decisions are taken in the council meetings by adopting resolutions after deliberate discussions in each and every matter in the best interest of the institution.

The Heads of the Departments conduct periodic meetings with the faculty members and their suggestions are carried to the Academic Council. Indirectly, every faculty member takes part in the academic and administrative matters of the College. The teachers’ participation in management is also possible through the Teachers’ Association and as members of the different committees.

At non teaching level, Office Assistant takes care of the matters related to administration in consultation with the Principal who in turn, puts the matter before the College Council for making decisions.

Students participate in the College management through their union.

6.2 Strategy Development and Deployment

6.2.1 Does the Institution have a formally stated quality policy? How is it developed, driven, deployed and reviewed?

No, the institution does not have a formally stated quality policy.

6.2.2 Does the Institute have a perspective plan for development? If so, give the aspects considered for inclusion in the plan.

All proposals are sent to the Directorate and plans for development depend on the receipt of funds from the government.

6.2.3 Describe the internal organizational structure and decision making processes.

The Principal, teaching and non-teaching staff work together for the development and progress of the College. The internal organizational structure and decision making processes is shown in the following Organizational chart.

6.2.4 Give a broad description of the quality improvement strategies of the institution for each of the following



Teaching & Learning: The College has of late initiated the use of P.A. system in bigger classrooms and some departments are using LCD projectors. Access to Wi-Fi facilities to the faculty have also been introduced recently.

Research & Development: Notifications from the University College Development Council for application for Research Projects are put up in the Notice board for the interest of the faculty. Teachers are encouraged to take up different research projects.

Community engagement: Apart from the NSS programme, the college has an Outreach Cell for community development activities. The college willingly participates in all community development activities organized by the District administration and other organizations.

Human resource management: According to the requirement, the college administration proposes to the Directorate for filling up teaching and non-teaching post whenever the posts are vacant. Fresh proposals are also being sent whenever the need arise.

Industry interaction: No direct interaction is there with the industries but whenever their support is required, the Commerce students of the college have interacted with the Cement Plants within Jaintia Hills during their field studies and received good support.

6.2.5 How does the Head of the institution ensure that adequate information (from feedback and personal contacts etc.) is available for the top management and the stakeholders, to review the activities of the institution?

Although at present there is no system in place, a Sub- Committee to design feedback from students has been constituted. Information is mainly through personal contacts and with the help of a complaint box.

6.2.6 How does the management encourage and support involvement of the staff in improving the effectiveness and efficiency of the institutional processes?

The management encourages and supports the involvement of the staff. The ideas and suggestions given by the members of the teaching and non-teaching staff are always welcome to improve the effectiveness and efficiency of the institutional processes.

6.2.7 Enumerate the resolutions made by the Management Council in the last year and the status of implementation of such resolutions.

The only major implementation was the delinking of the Higher Secondary Section from the College.

6.2.8 Does the affiliating university make a provision for according the status of autonomy to an affiliated institution? If ‘yes’, what are the efforts made by the institution in obtaining autonomy?

No.

6.2.9 How does the Institution ensure that grievances / complaints are promptly attended to and resolved effectively? Is there a mechanism to analyze the nature of grievances for promoting better stakeholder relationship?



A complaint box is kept in front of the Principal’s chamber and a Grievance and Redressal Cell is in place to take care of the grievances / complaints.

6.2.10 During the last four years, had there been any instances of court cases filed by and against the institute? Provide details on the issues and decisions of the courts on these?

No.

6.2.11 Does the Institution have a mechanism for analyzing student feedback on institutional performance? If ‘yes’, what was the outcome and response of the institution to such an effort?



The college is in the process of developing such mechanism. In this regard, a Sub- Committee to design feedback from students has been constituted.

6.3 Faculty Empowerment Strategies

6.3.1 What are the efforts made by the institution to enhance the professional development of its teaching and non teaching staff?

Teachers are encouraged to pursue research activities and to participate and organize seminars / workshops / conferences at national and international levels and to attend refresher and orientation programmes.

The non-teaching staffs are encouraged to attend training programmes whenever opportunity is available.

6.3.2 What are the strategies adopted by the institution for faculty empowerment through training, retraining and motivating the employees for the roles and responsibility they perform?

No strategy is there at present. The faculty can however apply for such programmes at personal levels and seek permission from the authority on being selected.

6.3.3 Provide details on the performance appraisal system of the staff to evaluate and ensure that information on multiple activities is appropriately captured and considered for better appraisal.

Not available.

6.3.4 What is the outcome of the review of the performance appraisal reports by the management and the major decisions taken? How are they communicated to the appropriate stakeholders?

6.3.5 What are the welfare schemes available for teaching and non teaching staff? What percentage of staff have availed the benefit of such schemes in the last four years?

No welfare schemes available for teaching and non teaching staff.

6.3.6 What are the measures taken by the Institution for attracting and retaining eminent faculty?

6.4 Financial Management and Resource Mobilization

6.4.1 What is the institutional mechanism to monitor effective and efficient use of available financial resources?

The colleges do have an Internal Accounts and Audit Committee for this purpose.

6.4.2 What are the institutional mechanisms for internal and external audit? When was the last audit done and what are the major audit objections? Provide the details on compliance.

Internal audit is done by the Internal Accounts and Audit Committee whereas external audit is by the government auditor which is not regular. The last audit was done in 2004.

6.4.3 What are the major sources of institutional receipts/funding and how is the deficit managed? Provide audited income and expenditure statement of academic and administrative activities of the previous four years and the reserve fund/corpus available with Institutions, if any.

Major source of funding comes from the state government only. In case of deficiency proposals are again sent to the government.

6.4.4 Give details on the efforts made by the institution in securing additional funding and the utilization of the same (if any).

Of late, the college has receiving funds from UGC for Development Assistance (Books and journals, equipments, fieldwork/ study tours), Infrastructure etc. The Girls Hostel and the Indoor Stadium are nearing completion with funds from the UGC.

6.5 Internal Quality Assurance System (IQAS)

6.5.1 Internal Quality Assurance Cell (IQAC)

No but a Steering Committee has been constituted the committee has initiated the process for assessment and accreditation by proposing the formation of various committees to achieve the goal.

b. How many decisions of the IQAC have been approved by the management / authorities for implementation and how many of them were actually implemented?

Does not arise.

c. Does the IQAC have external members on its committee? If so, mention any significant contribution made by them.

The Academic Council at present oversees all matter related to academics.

Communication is through personal contacts only.


CRITERIA VII: INNOVATIONS AND BEST PRACTICES
7.1 Environment Consciousness
The Environment Consciousness has emerged as an important aspect of the college. Students are made aware of the importance of the environmental issues by the college. The college has made efforts to incorporate environment consciousness with the campus. This has become one of an important aspect in the college development.
Students are made aware of the importance of environmental issues keeping in mind the current conditions of climatic change. The main initiative taken by the college in this area is to make the college campus greener by planting more trees. There is a tree plantation programme every year on the World Environment Day that is the 5th of June. On this particular day young tree saplings are planted in the college campus where needed. The saplings are obtained from the state forest department of the district.

The college practices energy conservation, by using solar panels which are installed to save energy. The solar panels are installed on the ground near the badminton court at the centre of the college campus. It is also emphasized that lights are turned off whenever they are not needed. Students as well as the staff are made aware of the importance of such practice.

The college has a number of waste bins, placed all around the campus. Students and staff are encouraged to dispose waste in such bins. The college has a cleanliness committee which is in charge of cleanliness drives in and around the college. Cleanliness drives are held from time to time in collaboration with NSS. Students who are members of NSS also participate on various cleaning drives around the town of Jowai. This is done under the supervision of the college unit of the NSS.

7.1.1 Does the Institute conduct a Green Audit of its campus and facilities?

7.2 Innovations
7.2.1 Innovations which have created a positive impact on the functioning of the college.
The college is open to innovations and new ideas, both in academics and administration. The staff meeting resembles a ‘brain storming session’ and all new ideas which add value to college is accepted and becomes a part of the system.

The college has an election committee which conducted the entire election process at the college. The committee comprises of some teachers. The College has a regular election process during which members of the college students union are elected. This has been yearly practice at the college.

The union body, that is, the Kiang Nangbah Government College Students Union, (KNGSU) comprises of the President, Vice President, General Secretary, Assistant Secretary, Secretary Cultural Affair, Secretary Debate & Symposium, Secretary Outdoor Games & Sports, Secretary Social Service, Secretary Boy’s Common Room and Secretary Girl’ Common Room. The President of the union is the principal of the college and the post is therefore uncontested. The other posts are put to vote and the students cast their votes in order to elect members of the union.

Since the college is a government, some government officers are deputed during the election process at the college. The college election is modeled on the regular democratic election of the country. The teachers take active part as well. They are deputed as presiding officers, polling officers, counting supervisors, counting officers and observers.

The KNGSU has undertaken the responsibility to look after the welfare of the students of the college. On many occasions the union body has been responsible for pushing important issues into the limelight, thus contributing to the betterment of the college. The union becomes a body that highlights the need of the students as well as the college. The union has submitted many memoranda to the members of the government who have visited the college from time to time. In this way some of the needs of the college have been fulfilled by the authority.

7.2.2 Continuous Evaluation System

The college has incorporated a Continuous evaluation System in all the departments through regular tests, selection tests and terminal tests. These tests are conducted by the Evaluation committee of the college in all the departments of all the three streams i.e. Arts, Science and Commerce. The tentative dates for all these are fixed by the Evaluative Committee and figure in the notice board. The answer sheets of the class tests are returned to the students. This has been practiced for many years.

Most of the departments include assignments/seminars on the topics outside and within the curriculum given by the teachers of the different departments. Assignments/seminars are undertaken by the students as part of the regular curriculum for internal assessment.

The college organised the first District seminar in 2010 on the theme ‘Child Labour in Jaintia Hills District of Meghalaya’. The college also conducted a National Seminar on Water- A Source of life held on the 4th June 2013.
