Duties




The Opportunity


Financial Services Division (FSD) within the Department of the Prime Minister and Cabinet (PM&C) provides corporate and enabling services to facilitate the delivery of PM&C’s policy and programme objectives. FSD provides a customer centric focus with the provision of high quality advice.
Opportunities exist for highly motivated and seasoned finance professionals to join FSD leading one of the following sections:

  • External Budgets

  • Business Partnering

External Budgets: As the Director reporting to Assistant Secretary for the Budgets and Reporting Branch, you will be at the seat of government, exposed to innovative and forward thinking policy ideas impacting the whole of Government. You will lead the external budgets team and produce key external budget deliverables for the Department that will enable operational delivery.

Key deliverables for the role include, but are not limited to:


  • Ownership of the delivery of the Portfolio Budget Statements (PBS) and Portfolio Additional Estimates Statements (PAES).

  • Lead the development of budget correspondence, cabinet and ministerial submissions, New Policy Proposals, costings, and briefings on financial and budget matters as they relate to the portfolio.

  • Management of the Department’s input into Department of Finance Central Budget Management System (CMBS).

  • Lead negotiations with the Department of Finance on financial policy matters.

Business Partnering: As the Director reporting to Assistant Secretary for the Budgets and Reporting Branch, you will lead the business partnering team to deliver insightful information that links financial results to business strategies, formulate strategies for budget management and build strong relationships with stakeholders.

Key deliverables for the role include, but are not limited to:


  • Preparation of monthly management reporting (departmental, administered and project) for senior executives, with deep dives into financial information.

  • Business partnering to provide commercial insight to deliver on operational requirements, with the provision of actionable advice on budget management and year-end forecast position.

  • Development of models, processes and sound analysis to support internal allocations and tracking of budget resources across the business.

Our Ideal Candidate


The ideal candidate(s) will be a highly motivated self-starter that is outcome orientated and operates at pace. You will possess demonstrated experience in the following fields:

  • Stakeholder management: the ability to rapidly develop relationships with internal and external stakeholders. You will be required to manage deliverables across the Department and portfolio, with a customer centric approach. You will operate in a professional manner, demonstrate depth of experience, and act as a role model for other staff.

  • Communication: extremely strong communication skills (written, verbal, and presentational) to manage negotiations, provide insight and support your business partners. The ability to distil complex arguments and situations into articulate and digestible information is paramount.

  • Leadership: proven leadership capabilities, driving successful outcomes of the Department. Leads by example, champions’ inclusiveness and accountability.

  • Drive: high levels of drive with a dynamic and innovative approach. Works with limited supervision, with direction provided internally by the Assistant Secretary.

  • Strategic and Analytical: highly analytical, with a strong understanding of driver based issues and costings. You will be able to harness information and opportunities to develop pathways for delivering the optimal outcome for the Department and Whole of Government. You will have the ability to identify underlying issues, interrogate financial information and provide insightful commentary that links financial results to business strategies.

  • Financial Expertise: Accounting qualifications (CA or CPA), a thorough understanding of financial frameworks, and demonstrated application of accounting policy.

  • Project Management: Strong project management and problem solving skills. Develops pragmatic solutions and pathways around complex issues.

Eligibility


To be eligible for this position you must be an Australian Citizen at the closing date of application.
The occupant must be able to obtain and maintain a NV1 level security clearance, or hold a current security clearance of an appropriate level.
