7.7. Public relations




7.7.1. Link with employers and other organisations in Latvia and abroad





  • RTTEMA has concluded agreements on practice placements with different types of organisations and establishments to provide students with practice placements. They include publicē and municipal institutions, branches of banks, health care establishments, publicē catering enterprises, for example

  • Joint stock company DC Holding

  • SEB Unibank, Parex bank and branches of Hansa bank

  • Olaine City Council

  • Public joint stock company Pauls Stradins Consultative Out Patients Clinics

  • Latvijan post

  • VUGD Alūksnes Brigāde

  • Cēsu City Council

  • Jelgava Regional Council

  • Joint stock company Nagleks

Employers’ evaluation of the study programme can be found in Chapter 6.2.


  • In September, 2005 the Academy joined the Central and East European Management Network Association the tasks of which are to increase the competence of the academic staff involved in business education, organise lecturers’ exchange programmes, distribute study literature and offer the academic staff the opportunity to participate in international conferences. In the summer of 2006 this association offers a 2-week seminar in Slovakia. The lecturers of the programme have the opportunity to apply for the participation in this seminar.

  • The director of the programme is a member of the Latvian Association of Personnel Management; together with LAPM the academic staff and students are involved in a research project dealing with the issues of the compliance of the professional functions of Latvia’s personnel managers and specialists with the professional Standard of the Personnel Manager of the Republic of Latvia.

LAPM acts as a mediator in helping to establish contacts with organisations and enterprises which are LAPM members, thus these enterprises are concerned with professional personnel management.

  • At present the director of the programme has entered into negotiations with Latvian Employers’ Confederation on the possible cooperation for the provision of practice placements for students as well as cooperation in conducting the practical part of the research projects.

  • The lecturers and students of the programme cooperate with three Zemgale regional municipal authorities in a project financed by the European Social Fund Technical Assistance in the Consolidation of the Capacity of NGO and Municipal Authorities for the Introduction of the European Social Fund Measures





7.7.2. Cooperation with similar study programmes in Latvia and abroad


Several of our cooperation higher educational establishments offer Bachelor’s and/or Master’s degree in economics and business management, also offering the opportunity for an in-depth study of human resources management, and they are the following:

  • Siauliai University - Lithuania

  • Joensuu University - Finland- international programmes in human resources management

  • Technische Universität Braunschweig

  • (Personnel Development at work) Germany- Murcia University; Spain

  • Oslo University College; Norway-

  • Braunschweig Technical University; Germany

However, it should be mentioned that at present all the Academy’s contacts as to student exchange (Erasmus agreements) have been established in the fields of pedagogy and/or psychology and its cooperation in the field of personnel management will bring tangible results in a more extended period of time, since student exchange is a dual movement and, respectively, the study programme has to be able to offer more or less identical study programmes (accredited) to foreign students and lecturers.

In Latvia there exists just one second level professional higher education bachelor’s study programme Human Resources Management which is implemented by Riga Technical University (See Table 5).



In cooperation with LU, DU, LUA and LPA RTTEMA is engaged in the project of ESF national programme Support for Pursuing Professional Orientation and Career in the Education System Provision of Career Education in the Education System. Measures taken within the project allow to get an insight in the system of employees’ motivation in Latvia and the world, research into the labour market and other issues. The experience gained is useful in the process of training personnel managers and it opens up the possibilities to offer students current directions of research work.
