4.SECOND LEVEL PROFESSIONAL HIGHER EDUCATION STUDY PROGRAMME PERSONNEL MANAGEMENT
4.1. Substantiation of the study programme
From 1998 till 2004 Riga Teacher Training and Educational Mangement Academy (further in the text RTTEMA) implemented the professional study programme Office Manager- Desk Officer, which was accredited in January 2002. At the end of the accreditation term in 2004 following the recommendations to develop and update the programme in order to meet the requirements of contemporary market and comparing it with the corresponding professional standard I came to the conclusion that the programme Office Manager- Desk Officer is orientated towards two directions of the personnel management science – work organisation and social management. The programme was supplemented with study subjects which represent the third direction of personnel management science– personnel policy and strategy. In comparison with the accreditation of the previous programme, the title of the new programme was changed from Office Manager- Desk Officer to Personnel Management in 2004; consequently, the aims and tasks of the programme were changed, too.
However, as reflected in the resolution of the accreditation commission in 2005, while the title of the programme was changed, the changes in the the contents of the programme were not sufficient. The programme Personnel Management was not accredited in 2005 due to several legitimate reasons. After receiving the negative resolution, RTTEMA students, lecturers and administration have carefully evaluated the materials of the accreditation commission and worked hard to avert the shortcomings mentioned in the report of the accreditation commission. The programme is implemented in Riga and two RTTEMA study branches in Alūksne and Cēsis. In the future it can be implemented also in other RTTEMA study branches according to the demand and the Academy’s facilities, which would ensure more successful Latvia’s regional development both on the entrepreneurial level and for the improvement of governmental and municipal work.
The programme has been transformed and supplemented considering the Law on Higher Educational Establishments, Law on Professional Education, Regulations on Second Level Professional Higher Education Standard (Regulations No.481), Instruction No.424 issued by the Ministry of Education and Science on September 8, 2003 and Professional Standard Personnel Manager (Registration No. PS 0204), Regulations on the Accreditation of Higher Educational Establishments and Study Programmes (Regulations No. 442), as well as the basic requirements of the Professional Classifier of Latvia. The total amount of the second level professional higher education programme Personnel Management is 160 credit points (CP).
The study programme corresponds with the Conception of Riga Teacher Training and Educational Management Academy on the training of a competent, educated and professional speciālist. The contents of the study programme encourages the future specialist to acquire knowledge not only during the study years but also be aware of the role of lifelong education in the person’s readiness for life activity.
4.2. Aim and tasks of the study programme
