8.4Lighting
In relation to the nature of the object – which is located under the ground - the rooms in the station will not be lighted with natural light source. In relation to the requirements concerning natural lighting of the rooms provided for people's residence that were not fulfilled, design exception approval has been obtained.
General lighting of the station will be maintained on the permissible level providing security for employees and passengers as well as work efficiency. With the appropriate light colour and degrees of brightness secure and comfortable conditions have been assured. White light is being designed for permanent operation rooms.
None of the light sources indicated in the design does not interfere with traffic lights system of the Metro. To prevent the passengers from disorientation, sudden light intensity changes are avoided. The organization of the lighting in the station provides good visibility of the platform edges.
8.5Access to devices
Access to machinery and devices for maintenance purposes will be provided, the width of the passage will be at least 75 cm.
Ladders with the length of over 3 m are equipped with safety hoops.
Any technological and fitting holes shall be protected from falling out or/and uncontrolled opening while being used.
The employer will train employees on general OSH regulations; handling substances used, and will provide on-site training.
Workplaces will be equipped with the on-site device handling manuals.
At the building permit design stage, prior to obtaining the building permit, it is necessary to obtain a waiver from the requirements of the Ministry of Infrastructure included in the Regulation of 12 April, 2002 on the technical conditions to be met by buildings and their location in accordance with Article 9 of the Act of 7 July, 1994, the Building Law and the Regulation of the Minister of Labour and Social Policy on the general rules of health and safety, in particular:
1/ lack of natural lighting for permanent operation rooms – the necessity of obtaining approval of the relevant State Voivodeship Sanitary Inspector issued in consultation with the District Labour Inspector;
2/ lowering the floor level below the ground – the necessity of obtaining the consent of the competent State Voivodeship Sanitary Inspector issued in consultation with the District Labour Inspector;
3/ location of air intake and exhaust shafts at the Metro station – a violation of Paragraph 152 of the Regulation – Technical Conditions;
9SECURITY of passengers AND PROTECTION 9.1Security 9.1.1General rules
Clearly designated evacuation routes of appropriate width have been provided for the passengers and the employees of the object.
In important places of the station, such as top landings, anti-slip coats have been provided. All the pedestrian traffic areas have been designed of slip-preventing materials,
The design does not provide secluded or dark spots.
9.1.2Stairs
Stairs - anti-slip surfaces. 0.6 m before the first step a clear designation with colour strip and convex texture will be made. The height and width of the steps will be suitable for comfortable use.
Entrance W3 on the WSS Społem plot, has more than 10 steps In one flight – because of the WSS Wpolem close neighbourhood. For it the waiver has to be is obtained.
Each step will be fitted with anti-slip strip. The height of emergency stair steps will not exceed 17.5 cm. Emergency stairs will be of appropriate width and depth.
9.1.3Platform
Te passenger platform has been designed in order to ensure security. A 0.8 m wide zone from the platform edge is clearly designated and exposed on the platform floor for the blind, visually impaired and the mentally disabled due to the colour and pattern used. The distance between the train and the platform edge is limited to the minimum to provide comfortable entrance to the train.
Platform edge is clearly visible. All structural and continuous elements have been designed in accordance with the regulations on limiting outline of the building.
Passages leading to technical platform at the end of this platform are separated with gates, accessible only to personnel.
9.1.4Lifts
In the lift car safety measures have been provided in accordance with regulations.
Internal dimensions of lift cars are 1100 mm x 2100 mm enabling the fire service to use every lift. Handrail is 0.9 m above the floor.
The station has been fitted with three lifts reaching the platform level from the -1 level. A special rescue lift situated in the central part is connected with the platform level -1, is outfitted with fire protection features, e.g. vestibules, walls and doors of required fire protection. All lift exits on the ground level are glazed structures.
The distance between any closed lift door and the nearest barrier is larger than 1.6 m.
9.1.5Exit doorway
Fire safety and evacuation procedures have been based on NFPA 2010.
Issues concerning emergency evacuation have been thoroughly discussed in Volume IV of this elaboration – Fire Safety Conditions for the C11 "Świętokrzyska" station.
9.2.1General rules
The aim of this paragraph is to present designing rules in relation to equipment, control, communication, supervision that are indispensable to maintain security in the station.
The main issues connected with security in this paragraph are:
-
Station protection and access prevention beyond the working hours,
-
Supervision of ticket gates, check-in halls, and vertical transportation measures,
-
Signing
-
Designers' assumption - to avoid secluded spots.
9.2.2Passengers security and access control
The security rules have been created in relation to all types of passengers, including elderly people, children, pregnant women, the blind and the hearing-impaired, passengers with large luggage, the mentally disabled, physically disabled people.
Passenger access to technical zones is limited to authorized employees of the station only.
Exit doorways will be fitted with alarm system. Secluded spots creation is being avoided in the design.
The following solutions have been provided to enhance security:
-
platform and stair edges have been clearly designated
-
clear signing
-
contact through the intercom with the appropriate service
-
announcement system
-
clearly designated transparent surfaces
-
all decoration elements lower than 2.1 m will be clearly designated on the floor as a form of help for the visually-impaired.
-
access and evacuation routes are barrier-free
-
doors with Control System with ant panic bare
9.2.3Entrances to public zones in stations
Public city zones (underground passages) will be open 24 hours a day. Passenger zones will be open during the station working hours only. All necessary measures will be undertaken to prevent anyone from accessing the Metro zone beyond the working hours.
9.2.4Entrances to passenger zones in stations
Public zone and passenger zone are separated from each other with ticket gates and barriers. Ticketing machines and automatic telling machines will be located on the public zone. Lifts approaching the passenger zone from the -1 level to the platform will be under special supervision(ticket gates). During the contact with the client, all necessary measures will be undertaken to avoid possible corruption.
